In the distant future, a “cymatic scan” of the brain can instantaneously measure and person’s mental state, personality, and the possibility that the person will commit a crime. The assessment, known as a Psycho-Pass, is monitored by the Sybil System, and when the “Crime Coefficient” index reaches a certain level, the individual is perused and apprehended, sometimes with lethal force.
When an Enforcer was killed under inspector Kogami Shinya’s unit, he was pursuing the mastermind behind the Specimen Case until he was killed in the same manner as his victims. Instead of seeking therapy, Shinya became so focused on the case that he was demoted to Enforcer by the Sybil System. Because of the limitation of his movements as an Enforcer, Shinya eventually left Unit One in order to hunt down Makishima Shogo and avenge his friend’s death.
