When the Anarchy sisters, Panty and Stocking, were kicked out of heaven for bad behavior, they are sent to Daten City in order to collect Heaven Coins to regain entrance to Heaven. Panty is quite rude and aggressive, almost an exact opposite to Stocking who is generally more level-headed and intelligent. Panty does not take her Ghost-hunting duties as seriously as Stocking does, preferring other earthly pleasures before she returns to heaven.

I haven't watched this particular series yet, but its popularity shows as I keep seeing pictures of the characters popping up all over the net.
